the South African Social Security Agency (SASSA) has officially rolled out mandatory biometric identity verification for certain social grant recipients, effective today (May 5, 2025.)
The move, the agency says, is important to combat identity fraud and enhance the integrity of South Africa’s social welfare system.
The new system, which uses biometric data to verify identity, is aimed at ensuring that social grants are paid only to rightful and eligible beneficiaries.
This initiative falls under Regulation 13(1) of the Social Assistance Act and is expected to significantly reduce fraudulent activities and misrepresentation within the grant distribution process.
Who Must Comply?
The biometric enrolment requirement does not apply to all grant recipients. Instead, it targets specific groups, including:

New applicants who do not have the standard 13-digit South African ID number.

Existing beneficiaries who are updating their personal information, such as contact details or bank accounts.

Individuals receiving grants on behalf of others, such as caregivers or legal guardians.

Recipients who already possess valid 13-digit South African IDs and are not making any updates to their details are currently exempt from the biometric enrolment process.
How the System Works
The biometric system will collect and use physical characteristics—such as fingerprints and facial recognition—to verify the identity of applicants and beneficiaries.
According to SASSA, this technology will help prevent duplicate applications, impersonation, and other forms of identity-related fraud.
To ensure a smooth rollout, SASSA has partnered with the State Information Technology Agency (SITA) to implement a “Train-the-Trainer” model.
Designated “super-users” from each region have received specialized training and will now train SASSA staff at various offices nationwide to carry out biometric enrolments efficiently.

The rollout has been welcomed by many stakeholders as a step in the right direction. “This system gives South Africans greater assurance that social grants will reach those who truly qualify,” said a SASSA spokesperson.
“It also allows us to manage data more accurately and maintain accountability.”
