How to register as a contractor in South Africa

EVENTS SPOTLIGHT

Any construction company that wishes to work legally in South Africa must first register with the Construction Industry Development Board (CIDB).

The CIDB registration process has become more convenient over the years, with contractors now able to complete the entire process online through the CIDB registration portal.

This guide explains what CIDB registration involves, who needs to register, and how to complete your application correctly to avoid delays.

Step 1: Understand What the CIDB Is

The Construction Industry Development Board (CIDB) is a Schedule 3A public entity established under the CIDB Act No. 38 of 2000. Its primary role is to develop, promote, and regulate the construction industry in South Africa.

CIDB manages the Register of Contractors (RoC) — a national database that classifies and grades contractors based on their financial capability and works capability.

Grades range from 1 to 9, with higher grades indicating greater capacity to handle large construction projects.

Step 2: Know Why Registration Is Important

Registration with the CIDB is not optional. According to the Construction Industry Development Regulations of 2004 (as amended), all public sector clients are legally required to award construction contracts only to CIDB-registered contractors.

Therefore, if your business intends to tender for government or public sector construction projects, CIDB registration is mandatory.

Recommendation: Register early to avoid disqualification from tenders or delays in bidding opportunities.

Step 3: Determine If You Must Register

You must register with the CIDB if you are a construction contractor providing services in any recognized class of works.

The following guidelines apply:

  • Contractors – Must register on the CIDB Register of Contractors.

  • Subcontractors – Currently not required to register.

  • Joint Ventures (JVs) – Do not register as a combined entity; each partner must register individually. Use the CIDB Joint Venture Calculator to estimate your combined grading.

  • Home Builders – Regulated by the National Home Builders Registration Council (NHBRC) and therefore exempt.

  • Labour-only contractors – Exempt from CIDB registration.

Tip: If you’re unsure about your category, contact the nearest CIDB provincial office for free advisory support.

Step 4: Select the Correct Class of Works

When registering, you must specify the class or classes of works your business will perform. Each class requires a separate application.

Here are some common classes of works:

Code Class of Works
GB General Building
CE Civil Engineering
EB Electrical Engineering Works – Building
EP Electrical Engineering Works – Infrastructure
ME Mechanical Engineering
SF Fire Prevention and Protection Systems
SK Road Markings and Signage
SL Structural Steelwork Fabrication and Erection
SO Water Supply and Drainage (Plumbing)
SN Waterproofing of Basements, Roofs and Walls
Recommendation: Choose the classes that accurately reflect your business expertise and previous project experience. Avoid applying for classes where you lack supporting evidence.

Step 5: Choose the Appropriate Grade

CIDB grades determine the maximum value of contracts you can tender for in your chosen class of works.
Below is the official CIDB grading structure:

Grade Maximum Tender Value (≤)
2 R1,000,000
3 R3,000,000
4 R6,000,000
5 R10,000,000
6 R20,000,000
7 R60,000,000
8 R200,000,000
9 No limit

Grade 1 is for new or small contractors and has no financial verification requirements.
Grades 2–9 require supporting financial and project track records.

Note: Contractors classified as Potentially Emerging (PE) may qualify to tender for projects one level above their current grade if they meet CIDB’s PE requirements.

Step 6: Prepare and Submit Your Application

CIDB registration is done online. To register:

  1. Visit the CIDB registration portal at www.cidb.org.za.

  2. Select the correct application form (Grade 1 or Grades 2–9).

  3. Complete all sections carefully and attach the required documents, such as:

    • Company registration documents (CIPC)

    • Tax clearance certificate

    • B-BBEE certificate (if applicable)

    • Bank statements or financial records (for Grades 2–9)

  4. Pay the applicable registration fee.

  5. Submit the application online or through your nearest CIDB provincial office.

Recommendation: Double-check all documentation before submission to prevent rejection or unnecessary delays.

Step 7: Wait for Processing and Approval

  • Grade 1 applications are processed within 48 hours and reflected online.

  • Grades 2–9 applications are processed within 21 working days, provided the application is complete and compliant.

  • If information is missing, CIDB allows up to 60 days to submit outstanding documents.

Tip: Always apply for renewal three months before your current registration expires. Registration is valid for three years.

Step 8: Track Your Application Status

You can monitor your application progress on the CIDB website.
Go to the CIDB Online Register and enter your reference details to view your status.

Note: CIDB no longer issues printed certificates. Registration verification is done entirely online, allowing clients to confirm your status in real time.

Step 9: Maintain Ethical Conduct

CIDB warns against fraudulent practices, including false documentation or bribery.
While using a third-party agent to assist with your registration is legal, you remain responsible for all information submitted on your behalf.

Important: Attempting to manipulate grading or offering bribes to CIDB staff is a serious offence that may result in suspension or criminal charges.

Step 10: Understand the Benefits of Registration

Registering with the CIDB offers multiple advantages for your construction business:

  • Access to Public Sector Projects – Only registered contractors can bid for government contracts.

  • Improved Credibility – CIDB grading adds professionalism and trust to your brand.

  • Market Benchmarking – Enables comparison of your capacity with industry peers.

  • Transformation Tracking – Supports South Africa’s empowerment and transformation goals.

  • Policy Insight – Helps the government monitor industry growth and target support for emerging contractors.

Recommendation: Display your CIDB registration details on all tender documents and company profiles to enhance your credibility.
