The eThekwini Metropolitan Municipality has announced a significant new housing tender calling for the construction of 500 top-structure units, each measuring 40 m², as part of the Welbedacht East Rectification Housing Project.

The tender, published on 1 December 2025, aims to accelerate housing delivery in Wards 72 and 77, an area that has long faced service-delivery backlogs and structural defects in earlier housing phases.

According to the tender notice, the project will be divided among four contractors, with each allocated 125 housing units.

The municipality expects bidders with the capacity to deliver high-quality, fully serviced homes that meet current building standards and rectify issues identified in earlier construction phases.

Scope of Work

The scope for each contractor includes:

  • Demolition of defective or unsafe structures where applicable

  • Reconstruction of foundations, slabs and superstructures

  • Installation of essential services including water, sanitation and electricity

  • Ensuring compliance with the National Home Builders Registration Council (NHBRC) requirements

The project falls under the municipality’s ongoing rectification programme, which seeks to overhaul poorly built or incomplete RDP-style units constructed during earlier settlement expansion efforts.
